CEER-RAERESA capacity building in Africa

In 2019, CEER signed a Memorandum of Understanding with the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) to help build a sustainable regional energy market in the Eastern Africa, Southern Africa and Indian Ocean Region (EA-SA-IO), which is conducive to investment and promoting sustainable development.

This MoU facilitates peer-to-peer assistance, the exchange of best regulatory practices, training, practical learning and study tours for exposure to international best practice. 

Since 2019 CEER has completed several activities in cooperation with RAERESA

Study tour/Market Monitoring Training – Belgium, February 2019

  • Thirteen energy regulators from nine African countries participated in a week-long combined study tour and CEER Wholesale and Retail Market Monitoring Training in Brussels. The focus of the course was on wholesale and retail market monitoring

Executive-Level Seminar – Kenya, June 2019

  • Energy representatives from five African countries (Comoros, Democratic Republic of Congo, Djibouti, Somalia and South Sudan) joined CEER’s three regulatory experts (from Lithuania, the Czech Republic and the UK) in this two-day Executive-Level Seminar on Regulatory Policy, Autonomy and Governance.

Study tour/Training – Belgium, October 2019

  • This combined study tour and Training on Promoting Gender Balance and Diversity in Energy Regulatory Authorities was attended by 13 delegates from 10 different States. It was also attended by the COMESA Secretariat, Zambia and RAERESA Secretariat/ESREM. Study tour participants also participated in the annual conference of the European Institute for Gender Equality (EIGE).

Peer Review – Burundi, June 2020

  • The peer review of the Energy Regulators Association of East (EREA) and its member National Regulatory Institutions (NRIs) aimed to enhance capacity building, share best practices, and improve energy sector regulation. It focused on fostering knowledge exchange, identifying effective regulatory practices, and evaluating the tools used by AREEN for oversight, promoting stronger and more efficient energy governance in the region.

Training on Energy Utility Benchmarking – Online, October 2020

  • This tailor-made CEER online training programme aimed to help energy regulators in Eastern Africa, Southern Africa and Indian Ocean Regions deliver the expertise in implementing compliance and performance-based regulation in setting network tariffs and carrying out benchmarking. Twenty-one delegates from ten countries attended the event, with representatives from the COMESA and EREA Secretariats also participating.

Workshop on Gender Equity in Energy Regulatory Authorities and Energy Sector – Online, December 2020

  • This online workshop offered a wider participation to representatives from national regulatory authorities and ministries of energy from Eastern Africa, Southern Africa and the Indian Ocean Region. 49 delegates from 17 countries exchanged views and shared experiences on promoting gender equity and advancing leadership roles for women in regulatory authorities and the broader energy sector across Europe and Africa.

Training on Energy Utility Benchmarking – Online, February 2021

  • This tailor-made CEER online training programme covered the principles of compliance and performance-based regulation for energy networks, with a focus on electricity networks at the distribution and transmission levels. 41 delegates from 14 countries attended the training.

Training on Les principes fondamentaux de la régulation de l’énergie (Module 1) – Online, December 2021

  • This tailor-made training for francophone RAERESA regulators was held entirely in French. The first module provided introductory elements on key topics: Governance, Consumers Protection, Electricity/Energy Markets, and Structures. 22 Delegates from six regulators attended the event.

Training on Les principes fondamentaux de la régulation de l’énergie (Modules 2 & 3) – Kenya/Online, May 2022

  • Modules 2 and 3 of this training were held as a hybrid event course, entirely French-speaking. Twenty participants from five delegations met in Nairobi to discuss the role of energy regulators, the rights and obligations of consumers, tariffication elements, market mechanisms and competition, and the protection of consumers. Some CEER experts attended the event online.
