CEER Views on the European Commission’s Legislative Proposal on Future-proofing Electricity Bills

Amendment of the Electricity Regulation (EU) 2019/943

The Council of European Energy Regulators (CEER) has published its initial views on the European Commission's legislative proposal on future-proofing electricity bills, which amends the Electricity Regulation (EU) 2019/943.

The proposal aims to modernise Europe's electricity networks, improve grid utilisation and advance smart grids, in support of electrification and the energy transition. CEER supports these objectives, but stresses that the design of network charges must remain within the competence of independent national regulatory authorities (NRAs), given how significantly network characteristics and consumption patterns differ across Member States.

CEER's key recommendations include: focusing the Regulation on common principles rather than prescriptive tariff structures; dropping proposed delegated acts on harmonised tariffs; avoiding duplication of existing ACER transparency reporting; and retaining NRA discretion over tools such as locational signals, capacity-based charges and time-of-use tariffs.
