Report on Regulatory Frameworks for European Energy Networks 2024
The CEER Report on Regulatory Frameworks for European Energy Networks 2024 provides an annual overview of regulatory systems for electricity and gas networks at both TSO and DSO levels, including CEER Members, Northern Ireland, and five Energy Community Regulatory Board Members. The report examines key regulatory practices with a focus on the rate of return (RoR), regulatory asset base (RAB), and asset depreciation, assessing their impact on investment conditions.
While no major regulatory shifts were observed compared to previous years, the report highlights more incentives in electricity than in gas, particularly at the DSO level. As energy networks evolve, many regulators are considering adjustments for future regulatory periods to address technological advancements and market needs.
This report also serves as a background paper for CEER’s work on quantitative and qualitative incentives.
