CEER Webinar: Making Europe’s Energy Networks Work – Investment, Efficiency and Regulatory Insights

On 10 February, CEER hosted a webinar to present its report Regulatory Frameworks for European Energy Networks 2025, which provides a comprehensive overview of the regulatory systems applied to electricity and gas transmission and distribution networks across CEER member countries and selected Energy Community Regulatory Board members. The report focuses in particular on:

  • The determination of allowed revenues, including the rate of return (RoR) and the regulatory asset base (RAB).

  • Depreciation methodologies and asset valuation approaches.

  • The design and implementation of incentive mechanisms.

  • Similarities and differences across national regulatory frameworks and the country-specific factors shaping them.

The webinar provided stakeholders with insights into how current regulatory frameworks address investment needs, efficiency requirements, and risk allocation for electricity and gas networks. It also connected national regulatory practice with ongoing EU policy debates on grid acceleration, electrification, energy security, affordability, and the incentives needed to deliver the energy transition.
