Final Conference of EU4Energy Phase II: Recognising Achievements in Azerbaijan’s Energy Sector

The Council of European Energy Regulators (CEER) is pleased to announce that the Final Conference of the EU4Energy Phase II Programme aimed at promoting the clean energy transition in the Eastern Partnership countries took place on 23 October 2025 in Baku, Azerbaijan. The event brought together key stakeholders from the country’s energy sector to reflect on the achievements and lessons learned from the EU4Energy project while exploring future opportunities for cooperation.

“The European Union remains committed to supporting Azerbaijan’s reform efforts and strengthening our energy cooperation through dialogue and shared commitment of creating a cleaner and more secure sustainable energy future,” said H.E. Marijana Kujundžić, Ambassador of the European Union to the Republic of Azerbaijan, in her welcoming remarks.

“Our partnership with the European Union reflects a shared commitment to accelerating the green transition and enhancing regional interconnectivity. Azerbaijan is building a modern energy system that connects markets and supports a sustainable future.” Mr Samir Akhundov, Chairman of the Board of Azerbaijan Energy Regulatory Agency, stated.

The event facilitated an open dialogue on energy topics by bringing together policymakers, experts, academia, and organisations focused on creating a cleaner and more sustainable energy future.

The conference was organised in the framework of the EU4Energy Phase II Programme – Promoting the Clean Energy Transition in the Eastern Partnership Countries, which runs until 18 November  2025. The programme aims to contribute to the development of sound legislative and regulatory frameworks for energy, to support the region’s transition to clean energy and the liberalisation of its energy markets.

The EU4Energy initiative is funded by the European Union with a total budget of €8.5 million and is jointly implemented by CEER, the International Energy Agency (IEA) and the Energy Community Secretariat (EnCS).
