CEER Work Programme 2026
The 2026 Work Programme outlines the priorities and key regulatory actions of the CEER for the year ahead. It is aligned with CEER’s Strategy for 2026-2029 “Ensuring regulatory stability and citizen engagement amidst change to reach the decarbonisation goals efficiently”.
The 2026 Work Programme responds to Europe’s evolving energy landscape, shaped by accelerated decarbonisation, affordability concerns, digitalisation and geopolitical uncertainty. Against this backdrop, the Work Programme focuses on supporting stable, resilient and consumer-focused energy markets, while ensuring the effective implementation of existing regulatory frameworks.
Work items
The 2026 Work Programme comprises 12 work items, including 7 deliverables and 5 activities, covering electricity, gas and cross-sectoral regulatory issues. Together, these activities support CEER’s mission to strengthen regulatory cooperation, promote well-functioning markets and place consumers at the centre of the energy transition.
In addition to its core regulatory outputs, CEER will continue its cross-cutting and recurring work, including CEER flagship conferences, international cooperation and capacity-building through the CEER Training Academy.
Public consultation
Additionally, CEER has published its Evaluation of Responses document, providing an overview of stakeholder feedback received during the public consultation. This document reflects CEER’s continued commitment to transparency, inclusiveness and stakeholder engagement.
