CEER’s Response to the Citizens Energy Package Public Consultation

CEER welcomes the European Commission’s efforts to promote effective implementation of the consumer-related provisions of the Electricity Market Design (EMD) reforms and the Gas Decarbonisation Package. To that end, CEER remains committed to engaging with the European Commission and energy actors to support this implementation, ensuring that agreed measures deliver their intended impact. We will continue to participate in multilateral discussions and initiatives, such as the Citizens’ Energy Forum, DG ENER working groups and events and to offer our technical regulatory expertise to developing relevant frameworks and measures.

As champions of consumer protection and empowerment in the energy sector, CEER dedicates much of its work to considering regulatory and market issues that impact European consumers. Indeed, our multi-annual Strategic Plans consistently place consumers as a central axis of our work. CEER’s Strategy for 2026–2029, which was recently under public consultation, again places a spotlight on consumers. As regulators, we remain committed to delivering well-functioning markets and energy systems, which serve the needs of all citizens, at the most efficient social cost.

The success of the energy transition and the achievement of an efficient and decarbonised energy system depends on active and engaged consumers. At the same time, an increasing share of intermittent renewable energy sources requires adequate measures to ensure system security. The energy system must be designed to serve consumers and businesses efficiently, balancing affordability and accessibility while addressing the need for efficient grid investments. Efficient costs must be allocated fairly between all market participants, including decentralised generation, to ensure competitiveness and affordability. Regulatory frameworks should reflect this interdependence, fostering consumer engagement in well-functioning markets and an integrated energy system. Ensuring that consumer rights and protection are safeguarded and adapted as markets evolve is a vital priority for regulators, as underlined by the ASPIRE principles in CEER-BEUC 2030 Vision for Energy Consumers.

These principles - Affordability, Simplicity, Protection, Inclusiveness, Reliability and Empowerment - remain highly relevant and should continue to guide the work of all actors. In addition to these well-established principles, the energy crisis has highlighted accessibility as another key aspect that must be taken into account to ensure no consumer is left behind.

Supporting this steadfast resolve, our most recent reports seek to provide constructive reflections on various aspects of the EU’s Fit for 55 agenda and associated legislation. We highlight, in particular:

These pieces are further supported by past work on trustworthy green offers, comparison tools and billing. More broadly, we believe our full body of work also supports consumers, by promoting best practices in wholesale markets, infrastructure planning and network regulation issues (among others), thus fostering efficient and resilient systems.

Finally, we reiterate the importance of independent regulation to support the achievement of the energy transition and, crucially, safeguarding the protection and empowerment of consumers. In that regard, we underline that national regulatory authorities, or competent entities, should receive the necessary resources to implement the frameworks and should understand the prioritisation of the European Commission, so all the responsible entities remain aligned with the same objectives.
